The Association of Jewish Organizations and Communities (Vaad) of Ukraine was founded on January 14 1991 and was registered by Ukrainian Ministry of Justice. 265 organizations from 94 cities of Ukraine come under the Vaad. They are 63 religious communities, 56 city communities, 15 charity structures, 17 educational structures, 55 cultural organizations, 10 associations of prisoners of ghettoes and concentration camps, 19 youth organizations, as well as 5 associated member organizations.
The Association is a part of interstate Jewish Confederation - Vaad (CIS), European Council of Jewish Communities, European and Eurasian Jewish Congresses, World Jewish Congress, co-founder of the Jewish Confederation of Ukraine.

1. January 9-10, - Participation in European Jewish Congress General Council Meeting in Brussels (Belgium). Address to chiefs of the Jewish communities with a plan for the distribution of the Swiss fund allocations.
2. January 15-16, - Preparation and holding an International seminar "Development of the tolerance between nations". There were 54 representatives of 18 national communities from 20 cities of Ukraine. In the program of the seminar 13 lectures of famous experts of politics, sociologists, historians, philosophers were held, representatives of the national communities addressed a meeting, psychological training were conducted, common projects were worked out, round tables such as "Cooperation in extreme conditions" and "Congress of the national communities of Ukraine - goals and tasks" were conducted.
3. January 15-16, - Preparation of the session of the Jewish Confederation of Ukraine's Presidium.
4. January 24-25, - Participation in the session of the World Jewish Congress' General Council (Stockholm).
5. January 26, - Participation in the work of the International Conference on the Holocaust (Stockholm).
6. February 22-23, - Participation in the work of FSU Board on Eastern Europe (Jerusalem). Speech about the situation in Ukraine was made.
7. February 23, - Meeting with the chief of the WZF Organizational Department Josef Vernik (Jerusalem).
8. February 23, - Meeting with the chief of FSU and Eastern Europe department of the "Sochnut" Amos Lahat. Common programs and teachers training's for the program "Zeut Iegudit" were discussed (Jerusalem). .
9. February 23, - Meeting with the chief of the Righteous Department of Yad-Vashem in Jerusalem Mordehai Paldiel.
10. February 23, - At the meeting with senior officials of WJRO Israel Bureau Ambassador Naftaly Lavi and Eliagu Spanitz common projects and the situation around the distribution of the Swiss fund allocations were talked over.
11. February 24, - Meeting with the chief of JDC programs in FSU Steve Schweiger in Jerusalem. Social service in Jewish communities in Ukraine was discussed.
12. March 2, - Meeting with the chief of Sochnut programs in FSU and Eastern Europe Amos Lahat in Kyiv. The project of the teachers training for the program "Zeut Jehudit"
13. March 2 -5, - Participation in the first seminar on the program "Zeut Jehudit"(Puscha-Voditsa).
14. March 10, - Meeting with chief persons of " Even Ezer" fund.
Common projects were talked over.
15. March 11, - Participation in the seminar on human rights " Helsinki-90".
16. March 14, - Participation and signification an agreement with RJC about the seminar for Executive Presidents of the Jewish communities in Crimea.

Delegation consisted of two parts: the first group - 8 members of the JCU Trustee Council, the second group- members of the Vaad of Ukraine's Presidium and the JCU Coordinate Council.

42. May 1 and 11, - The delegation of the Vaad of Ukraine and the JCU met Special Court Master Judi Gribets in New York.
43. May 17-21, Vaad of Ukraine conducted the seminar for repatriation consultants in Vorsel. About 50 professionals from 40 cities of Ukraine and Moldova took part in the work of the seminar. Officials from the Embassy State Israel, the Jewish Agency, and "Even Ezer" found, Ukrainian and Israel tourist companies held lectures at the meeting.
44. May 22-26, in Yalta the unique seminar of the Executive Presidents of the Jewish Communities of CIS and Baltic countries took place. Vaad of Ukraine conducted this seminar as a common project of the JCU and RJC. Dozen American and International Jewish Organizations assisted the seminar (The National Conference - Shy Franklin and Lesley Israel, Pittsburgh's Jewish Federation - Howard Rigger and Michael Steiner, the World Council of Community Service - Ted Comet).
In the seminar 50 Executive Directors from Jewish communal structures from 12 states of CIS and Baltic countries participated in the work, carried out on such topic: strategic planning the communal activity, communal fundraising, communal projecting, relations between community members and conflict solution, direct links between communities and instrument for personal development. Every topic were presented by speakers from the CIS on an equal footing with participants from the USA, then listeners worked in groups under psychologist's guidance and then discussed the outcome at the plenary session.
45. May 27-29, - Participation in the Presidential and General Meetings of the ECJC in Barcelona.
The program provided affirmation of the new Constitution of the ECJC, Elections of the President, Vice-Presidents and the Board members, workshops and different discussions.
The Union of religious Jewish organizations of Belarus, the Jewish Confederation of Ukraine and The Jewish Congress of Kazakhstan became the new members of the ECJC.
Heated discussion appeared around compromise plan of the Vaad of Ukraine on the distribution of the Swiss fund allocations. Most European communities, especially Eastern European, affirmed this plan.
Josef Zissels was elected in the Council of experts of the ECJC.

June 25-27, - International Symposium "10 years after the collapse of communism: Position of the Jewish communities in Central and Eastern Europe" were prepared and carried out jointly with the JCU and EJC. In symposiums' work about 400 delegates from 30 European countries, the USA and Israel, leaders of the biggest European Jewish organizations took part.

1. PROGRAM 'CHARITY'
(CHIEF - YURI SLUTSKIY)

During 2000, in spite of the suspension of payment by the JDC on October 1999, the following activities were carried out:
1.1. - According to the Patronage Program in 29 cities, 110,764 hours of patronage were conducted - 557 clients were visited 54,417 times.
1.2. - Hot lunches in 17 towns for 550 clients - 42,620 portions;
1.3. - Home lunches in 15 cities for 304 clients - 31,840 portions,
1.4. - Medical consultations in 6 cities - 333;
1.5. - Parcels' distribution in 18 cities - 6315;
1.4. - Clothing assisted in 6 cities - 4,414;
1.5. - Material aid in 2 cities;
1.6. - Technical assistance in 2 cities - 214 cases;
1. 7. - Club activities in 3 cities with constant 210 members.
The Jewish Charity Fund of Ukraine "Charity - Magen Avot" conducted the program. The program sponsors was sponsored by the Vaad of Ukraine, the Association of Hebrew Religion Organizations of Ukraine, public founds "Peace", "Hevra", businessmen

2. JEWISH EDUCATION
(CHIEF - YANA YANOVER)

There are 25 full-time Jewish schools, 12 kinder gardens; about 60 Sunday schools and 8 yeshivas work in the Jewish communities of Ukraine.
The activities of the Center for Jewish Education of Ukraine (CJE) developed in the following directions:
1. 18 students are trained at two courses of the Pedagogical College.
2. Methodical Web -site has been enriched with materials.
3. The "Lviv Ghetto Diary" of Rabbi David Kakhane was prepared for publication.
4. 5 seminars for 86 history teachers of the Ukrainian schools and 30 students-historians were conducted on a theme " Teaching the history of the Holocaust at the non-Jewish schools and youth education in the spirit of tolerance ".
5. Festival of Klezmer music (International seminar on Klezmer art) was carried out on August with the support of the Jewish Communal Development Fund (the USA). There were 36 participants from Ukraine and Russia.
6. 4 month courses for the future tradition's teachers on the project of the Jewish self-identification "Zeut Jegudit" (for 26 participants and 7 teachers) were organized jointly with "Sochnut -Ukraine".
7. Teenage club and theatre of miniatures "Levavot" (for 25 children) was founded.

5. COMMITTEE ON REPATRIATION (VAAD ALIYA)
(CHIEF- IDA ONUFRIYCHUK)

In 1999 20,295 people repatriated from Ukraine to Israel. Now 50 consultants work in 44 cities of Ukraine for the Committee of Repatriation of Ukraine.
Activities were conducted on the following directions:
1. 31,414 individual consultations and 669 collective consultations for 11,466 people were carried out.
2. Responses to letters - 9.
3. 7,056 repatriates departed by the ship "Rus "(Odessa-Haifa).
4. Consultations and documents' preparations were provided for "Pitsuim" - compensations from Germany. Ready documents were transferred to an Israeli lawyer. Those need it ordered documents from the Red Cross in Moscow about evacuation. Certificates for 223 repatriates were received from Moscow.
5. Assistance was rendered in Israel for 20 families through the program Mini-Absorption.
6. Organization of guest visas to Israel was assisted for 454 people.
7. Assistance with tickets to Israel for 349 people.
8. On the program "Luggage" for 41 people.
9. On the program "Airplane"- for 63 people.
10. The volunteer program "Sar El" was assisted for 100people.
11. 124 insurance policies were given.

6. COMMITTEE FOR PRESERVATION OF JEWISH HERITAGE
(CHIEF- PROF.GENRIH FILVAROV)

This program is carried out jointly with WJRO and the Association of the Jewish Religious Organizations of Ukraine.
In 2000, the Committee observed and described 29 objects of Jewish communal property in 13 towns and cities in Ukraine.

b) Kharkov region-5, in such towns and villages:

There are 9 objects in work now. 460 objects of Jewish community property were described and sent to the customer.
The computer database and informational search system created gives an opportunity to inquire information about any aspects of the description.
The Kyiv Office of the JDC financed these works.

6. NEWSPAPER 'KHADASHOT'
(CHIEF- MICHAEL FRENKEL)

The newspaper 'Khadashot' is a printed body of the Association of the Jewish Organizations and Communities of Ukraine. It has been issued once a month since August 1991.
Through lack of funding, only 2 issues of the newspaper 'Khadashot' were published with the circulation of 10,000 copies.
A total of 83 issues have been published since 1991.
In 2000, 'Khadashot' was distributed as a charity newspaper (free of charge) in Kyiv through the synagogue, "Khesed", "Magen-Avot", Joint and Sochnut representations. With the assistance of the "Press" organization it was distributed to 400 Jewish organizations and communities in Ukraine.
The sponsors of the Association provided the funding.

7.PROGRAM "MEMORY OF HOLOCAUST"

The purpose of the program is the preservation of the memory of 1500000 victims of Holocaust in Ukraine by collecting an information about the places of mass Jews destruction and burial (further - MJB) in Ukraine and description their nowadays status.
This program pursues researches and descriptions of the sites of Jewish mass burials during the Second World War.
The terms for this project - three years from June 1998 till June 2001.
Activities were conducted on the following directions:
1.Archival databases and literature sources about Holocaust in Ukraine were worked out.
2. More than 1000 MJB needed visit and description, were determined on a basis of this research.
3. Program executors and coordinators in the regions of Ukraine were hired. Their main task was to visit and to describe MJB.
4. The MJB passport form was developed.
5. Archive and computer database (in Microsoft Excel and Microsoft Access) was created.
6. The main materials about more than 800 MJB were received
7. The Program Coordinators and executors visited MJB and have conducted such works:
- The mass Jews destruction and burial places in Ukraine during the Holocaust were specified and put on large-scale maps with the help of local inhabitants and authorities.
- Passports of the MJB were made.
- Photostatting of the MJB (where monuments or memory marks were placed and on non-marked places) had been made.
- The memories of Holocaust witnesses were written when it was possible.
- The standard cemetery questionnaires were filled.

Till now only 30-60% MJB had monuments or memorial signs in different regions. More than half of them were placed during the last 10 years. About 20% memorial signs need restoration.
No descriptions were made done in Rivne, Kherson, Chernihiv, Chernivtsi, Khmelnytsky regions and in Crimea.
The Claims Conference through the Joint representation in Kyiv has funded the program. The funding started in September 1998.
The realization of the program is controlled by the Joint representation in Kyiv.
